This organization will be known as the Associated Student Body of Toledo High School.
- To insure to each individual student a means of expressing their opinion on matters of concern to the student body.
- To develop in the students a growing appreciation for membership in a democracy.
- To present the views of the students to others concerned.
- To advance the students' best interests with other schools and the public in general.
- To organize and conduct activities for student interest.

All Students enrolled in Toledo High School.
Section 1. The Executive Committee will consist of:
- President
- Vice President
- Secretary
- Treasurer
- Historian
- Activities Director
- Public Relations
- Spirit Coordinator
- Advisor (as a non-voting member)
Section 2. The Legislative body of the Associated Student Body will be the Student Council, composed of:
- The officers of the Associated Students.
- The presidents of the four classes/representatives.
- The presidents of the clubs/representatives.
- The Boomerang and Annual editors.
- The varsity rally squad representative.
- The vice-presidents of the classes.
Section 3. Jurisdiction: All classes and clubs fall under the jurisdiction of this constitution.
Section 4. A simple majority of the membership will constitute a quorum. There will be no proxy vote. Where a member holds more than one voting office, they will be granted only one vote.

Section 1. Student council will meet when deemed necessary by the executive officers and the faculty advisor.
Section 2. All meetings will be governed in an organized fashion with the president as a ruling power. Emergency meetings may be called by 30 Associated Student Body Members.
Section 3. All students enrolled in Toledo High School are welcome to attend.

- Facilitate two retreats, one for the executive committee to be held in the summer before the school year, and one for the student body to be held in the fall.
Section 1. Officers:
- Be the chief executive of the Associated Student Body.
- Preside at all meetings of the student body and the student council and exercise all powers and duties which pertain to the president office.
- Have power to call special meetings of the student council with approval of the advisor.
- Represent the student body officially on all school occasions and hold first responsibility for functions carried on by the
Associated Students.
- Vote in meetings of the student council to make or break a tie.
- Appoint all persons as are necessary to carry out the program of activities.
- Preside at assemblies when appropriate.
- Assume the duties of the president in the absence of the president. If the presidency is vacated, the vice-president will assume that office, and a special election will be held for the vice presidency.
- Be responsible for the permanent filing of club constitutions.
- Perform other clerical duties required by their office.
- Record and file the minutes of all student body and student council meetings and shall have direct charge of correspondence as the council may direct.
- Perform other clerical duties required by their office.
- Attend to the correspondence of the associated student body, and the student council.
- Be responsible for the student attendance sheet at student council meetings.
- Be responsible for forming the agenda as the council directs.
- Prepare a list of expenditures, income and what they were for, for each student council meeting.
- Keep an accurate account of receipts and expenditures of the
student body.
- Prepare monthly reports for the student council of the financial status of the associated students.
- Be in charge of the daily activities of the community reader board.
- Any reading of announcements over the P.A. system.
- Contact and work with the press regarding student council functions.
- Prepare a monthly calendar of events.
- Assume the duties of organizing committees.
- Preside as chairman of any activity days for the student body.
- Be the chairperson of any school alumni relations committee.
- Be in charge of alumni relations.
- Organize a scrapbook of students and staff.
- Create graduating class photos for the hall.
- Collaborate with the cheerleading squad regarding pep assemblies and other school spirit related functions.
- Organize and chair a pep club.
- Decorate the school.
- Help build morale and pride in the school by organizing projects and activities aimed at building a sense of pride in our school.
Section 2. Student Council
The student council will:
- Meet any time designated by the student council with the permission of the faculty advisor.
- Call special student body meetings at other times with the permission of the faculty advisor.
- A petition bearing the signatures of thirty student body members shall be sufficient to call a special meeting of the student body at a date to be specified in the petition.

Section 1. The qualifications of the officers of the associated student body will be as follows.
- The president will be a junior at election time.
- The vice-president will be a sophomore or junior at election time.
- The secretary will be a freshman, sophomore, or junior at election time.
- The treasurer will be a junior at election time.
- The historian will be a sophomore or junior at election time.
- The activities director will be a sophomore or junior at election time.
- The spirit coordinator will be a freshman, sophomore, or junior at election time.
- All officers candidates must currently hold an associated student body membership and must possess at least a cumulative 2.5 grade point average with no semester failures or gain administrative approval, regarding that it does not breach LCAA guidelines.
- All officers will be enrolled in Leadership class if class is made available.
Section 2. Officers of the student councilor class officers whose conduct or whose fulfillment of duties of office fail to meet the requirements of that office may be requested to resign.
- Their office will be vacated after a 2/3 majority vote of the Executive Committee, class, or the Student Body (see Recall procedures).
- All officers of the student council will fall under LCAA regulations to be enforced by the administration.

Section 1. Candidates must file a petition for office at least one week before election. The election will be held during the month of May. Petitions must have 25 associated student body signatures, and four staff signatures.
Section 2. The term of office for officers of the associated student body, and class officers will be from inauguration to inauguration.
Section 3. If any student body elected office becomes vacant, a special meeting of the student council will be held as soon as possible to nominate qualified students to fill the vacancy. An emergency associated student body election will be held should there be more than one qualified student nominated for the position.
Section 4. Procedure:
- Petitions will be available for any qualified applicant.
- The student who receives the most votes for the position will be granted the position if they are qualified for the position as specified in this constitution.
- Club officers can be elected according to the process that they have adopted under their constitution filled with the student council.
- Suffrage in student body and class elections will be granted to all students registered at Toledo High School.

If a class or part of the student body wishes to remove from office an elected officer, the following procedures must be followed:
1) Twenty five members of the class or student body must sign a petition, calling for the recall of the officer. This petition must state the reason(s) for the recall and must be cleared with the administration prior to seeking signatures.
2) A special election will be held to decide whether or not to remove the officer. The vote must be confidential and will be done by secret ballot. The ballot will state the reason( s) for recall as stated on the petition. The officer will have an opportunity to place on the ballot a written statement on their behalf. If, by a 2/3 majority, the vote calls for removal, the officer will be removed. If the position is that of president, the vice president shall become the president. A new election will be conducted and a new vice president will be elected. In the case of a recall in any other position an election will be held to fill the vacancy.

Section 1. The fee for the Associated Student Body Card of Toledo High School will be for one year, and will be determined by the administration. This fee will be pro-rated on a semester basis. The fee may be waived at the discretion of the administration.
Section 2. All finances must be approved by the executive committee and advisors.
- If expenditure isn't budgeted in the Program of Activities than it must be submitted to the student council for a vote.
- In emergency situations or expenditures of less than $50, the treasurer can make the purchasing decision.

I, (state your name), do solemnly swear that I support the Constitution of the State of Oregon; and the Constitution of the Toledo High School Student Council; and I will faithfully perform, according to law, the duties of (state your office), of the Toledo High Student Body.
All proposed amendments concerning this constitution of Toledo High School shall be presented before the student council, and if approved, shall then be submitted to a vote by the student body. Passage of the said amendment shall require 2/3 of the votes cast to be passed.

Section 1. The club to be chartered must submit a constitution to be approved by the student council. The club will not be granted student council status until their constitution and bylaws have been approved.
Section 2. The club must have a faculty advisor who has been approved by the administration.
Section 3. The President or Representative of the club must attend student council meetings as a voting member.
Section 4. The organization must be approved by a 2/3 vote of the student council, and is subject to approval by the administration.
This constitution will be considered ratified after it has been approved by the administration, and the faculty advisor.
